A "Rave Hut" perhaps? A 10 minute immersive multimedia experience -- fog, light, image, music and sound. Targeted towards youth audience ... Over 18-19.

To a great extent, it depends on what you want to sell -- food? entertainment? escape? education? exercise? nothing? Does the total budget allow for infrastructure required for anything? You could do a themed restaurant. A themed gaming area (putt-putt to arcade or laser tag). A mystical place to role-play or watch performances. A thematic museum (of a rock-n-roll legend, actor, era, science, hobby, etc.). Rock climbing brought to a new level. A thematic garden or walkway with sitting areas that does nothing but look beautiful and entertain it its own quiet way.

Just about anything can be made based on your limited pitch. If this is a theoretical bone thrown out to spark discussion, it seems a bit too broad. Did you having something more specific in mind?

OK Overall budget $1,000,000. Community facillity for young people. I evisaged a disused warehouse with Sk8 facillites indoors or covered purpose built outdoors bike track. Indoors would have a shop, cafe type area, chillout area. I hope this is a bit more compact.
How would you go about finding young people's views. What themes would you use? What Content would you include? Colours, sounds, objects!
